The Berlin Wall’s demise in November 1989 heralded the end of communist regimes across the Soviet-dominated Eastern Bloc. They were soon captured, tried, and executed. Bucharest Diary is a fascinating read. Ambassador Moses' writing draws you in, so much so that you can imagine walking with him on the streets of Bucharest or riding with him through the Romanian countryside. At times, this historically important memoir reads like a novel. At others times, it challenges your memories and views of political developments, especially during the Bush and Clinton years. At all times, it leaves you in awe of a man who helped to change the course of life in Romania.
Ambassador Moses has given us a wonderfully engaging account of an American diplomat in action in a small country struggling towards democracy. The remarkable array of the ambassador's daily activities is fascinating. But best of all, this book is a reminder of what can be achieved by carefully considered and skillfully executed diplomacy in furtherance of an honorable foreign policy.
Well-written, impressive story. Fascinating story behind the scenes in complex, changing Europe, shortly after the Berlin wall went down. I learned a lot – about Romania, about the uneven path of evolving democracy, about Eastern Europe, about foreign policy, and about the role of a first-class US ambassador.
Ambassador Moses was an exceptional editor of embassy reports, and as expected Bucharest Diary: Romania's Journey from Darkness to Light is a superb read. He was a big personality, Alfred Moses was; and Romania was God-sent lucky to get him as the US Ambassador immediately following the fall of communism. He saved the Romanians from themselves and in so doing created a solid American ally in Eastern Europe. His initiative got Romania into NATO, for instance. But first he had to slay the ghost of Dictator Ion Antonescu, the WWII Nazi ally. Romanians from the Greater Romania Party and its allies led by Corneliu Vadim Tudor were hell bent on rehabilitating Antonescu. At heart anti-Semitic they began by lobbying against the appointment of Moses as Ambassador to Romania. They actually wrote a letter with seven signatories opposing the nomination. That did not go so well in the United States’ senate. I remember thinking then, “how suicidal can some people be.†They later spent lavishly on a documentary celebrating Antonescu’s life. Ambassador Moses paid the Minister of Culture a visit. The minister was fired that afternoon. The Antonescu film never ran. Besides retrieving Jewish properties stolen by the Nazis and the Ceausescu regime, one thing that was especially close to my heart was the retrieval of documents relating to the Holocaust from the Ministry of the Interior and the Securitate in behalf of the new Holocaust Museum in Washington, DC. The meticulousness of those extermination documents boggled my mind. Taking Romania from darkness to light were heady days in Bucharest. Had I not worked under Ambassador Moses, I think I would have regretted my time in the Foreign Service. After Romania and without Moses, I got bored. It was time for Variations on Unjust Times.
Alfred Moses has written a remarkable first-hand history of his encounter with Romania: first under Ceausescu’s dictatorship, when as President of the American Jewish Committee, he fought to help Romanian Jews migrate to Israel, and, then, as U.S. Ambassador to Romania in the Clinton administration, when he played a critical role as Romania made the challenging transition to a free society and open economy. Bucharest Diary: An American Ambassador’s Journey is a gripping read, one that vividly brings to life a period of immense transformation as Romania emerges from communism to become a candidate for NATO and EU membership.

Wonderful details on the inner-workings of USAID, NATO expansion, forging strategic partnerships and the making of treaties, all delving into colorful local history, how to maximize the effectiveness of U.S. government state visits, how ex-government consultants operate, how and why U.S. corporations benefited Romania’s transition—or withdrew.It elicits the richness of Romanian culture, the bountiful feasts at every opportunity, centuries old painted monasteries, even DuPont could not unravel the mystery of paint preserved, priest blessing planes, and a myriad of unique details owing to its diversity. In one contrasting stroke the author describes the annual U.S. Embassy’s Fourth of July party, Bucharest becomes Iowa. Humor abounds.This is a warm and lively book which reflects the author’s devotion to Romania both before the fall of Communism in his efforts to help the deeply rooted Jewish community and in his extraordinary service as U.S. Ambassador, 1994-1997, to build a democratic society. It is an important book for understanding Eastern Europe and the role a skillful diplomat can play in steering the history of a key U.S. partner.
A thoroughly enjoyable read. Of all the countries that gained their freedom once Communism fell, none have had quite the potential and suffered quite the screw-ups that Romania has (OK, Ukraine's story is even worse). Alfred Moses spent three years in the 1990s as US Ambassador to Romania, championing in Washington and Bucharest the country's accession to NATO, bringing American businesses in to explore the incredible industrial and agricultural potential, and championing the rights of a decimated and impoverished Jewish community. Moses gives us an insider's view of what it was like to spend day after day meeting with hopeful democrats and irrational nationalists as he worked the halls of power in Bucharest and tirelessly visited the small towns throughout the country. Very much a recommended read for students of diplomacy and of Eastern Europe.
